The Daily Times quoted Ambassador Abdullah Hussain Haroon as telling a private television channel that if it was determined that Kasab was a Pakistani national, then the first step would be to give consular access to ''this person who claims to be a Pakistani''.

Poznan, Poland  - A UN climate conference ended early Saturday with a deal to help poor countries fight floods, drought and storms, but little progress on cuts in emissions blamed for global warming.

After two weeks of talks, the 189-nation meeting brought few advances on the most contentious issues, in part because other countries are waiting for Barack Obama to take over as US president on January 20.

The conference was part of efforts to bring about a global deal next December for industrialized and developing countries to cut output of heat-trapping gases, mainly carbon dioxide created when fossil fuels burn.

At issue is a fund for protective projects, such as seawalls, which delegates at the 189-nation talks activated on Friday. The fund is worth about 60 million dollars, but European Union nations say billions are needed.

While money would not be available immediately and details were to be settled later, the deal signalled rare progress as a two-week conference in Poznan, Poland, entered its final hours.

"This could open up a bit more of an empowering process for developing countries," said Kit Vaughan of the Worldwide Fund for Nature.
