The notice from the National Development and Reform Commission and eight other ministries requires local governments to purchase from Chinese firms if the products and services are available from them.

Officers and local media have revealed that the homeless man in Taipei first stole a pair of shoes on Sunday, was detained and released, reports the China Daily.

A Liberty Times report says that the man later resorted to stealing again the next day just to get back inside and be fed for free.
