New Delhi, Feb 12 : Russia on Tuesday reaffirmed its commitment to build additional nuclear reactors in Kudankulam in Tamil Nadu under an agreement for which negotiations have been completed.

The strategic partners also decided to step up all-round cooperation with particular focus on defence, hydrocarbons, trade and economic ties during talks between Prime Minister Manmohan Singh and Russian Prime Minister Victor A. Zubkov here.

They also set a bilateral trade target of 10 billion dollars to be achieved by 2010, for which the recommendations of a joint task force would be implemented and Comprehensive Economic Cooperation Agreement (CECA) considered.

Addressing journalists after his 90-minute meeting with Zubkov, Singh said the two sides discussed issues related to civil nuclear cooperation.

"We have finalised negotiation in regard to reaching agreement on building additional nuclear power plants in India," he said in the presence of the Russian Prime Minister.

Zubkov affirmed his country's commitment to building the nuclear plants in Kudankulam.

Under the agreement, Russia is to build four additional reactors in Kudankulam but it will have to await a waiver from NSG, for which efforts are underway.

The agreement was to be signed during Singh's visit to Moscow in November last year but it was put off because of lack of NSG waiver.

India and Russia also inked two agreements, one each on cooperation in law enforcement matters and cooperation in sharing archival information, today.

The two pacts were singed after Russian Prime Minister Zubkov held high-level delegation talks.

Memorandum on the development of cooperation in law enforcement matters was signed by S K Shingal, the Special Secretary and ex-officio Chairman of the Central Board of Excise and Customs; and Andrei Belyaninov, the chief of the Russian Federal Customs Agency.

This memorandum facilitates greater cooperation on fighting drug smuggling, psychotropic substances and their precursors, dual use goods, contraband and customs offences in commercial trade by constituting a Joint Working Group, information exchange, regular meetings of the customs officials to counter customs violations and sharing best practices.

Memorandum on cooperation in the field of archives was signed by Lov Verma, the Director General of the National Archives of India and Vladimir Petrovich Tarasov, the Deputy Head of the Federal Archival Agency.

The pact provides for cooperation between the two archival agencies through exchange of archival specialists; sharing of information, including documents on Russian and Indian history and automating archival records; joint publication of documents; and exhibitions.

Zubkov, who arrived here today on a two-day visit, is scheduled to attend the opening ceremony of the "Year of Russia" at Purana Qila in Delhi and the Indo-Russian Forum on Trade and Investment.

Before leaving for Moscow on Wednesday from Delhi, Zubkov will pay a visit to Agra to see the Taj Mahal. (ANI)
