Anti-corruption mechanism to target bribe-givers too
The authorities in India are aiming to change existing laws to ensure that the anti-corruption mechanism also deals with bribe-givers, in order to curb the menace Asia's third largest economy.
Prime Minister Manmohan Singh announced the new regulations on Wednesday to target bribe-givers, especially private companies. Dr. Singh also said that large scale corruption happens in operations by commercial entities.
Most of the consensual bribery and bribery givers exploit the Prevention of Corruption Act and go undetected in the country. He was speaking at an event to inaugurate the annual conference of the CBI and State Anti-Corruption Bureaus on Wednesday.
Dr. Singh also said that the government will clearly define the term "corruption" and will include measures in the act that are aimed at protecting honest and sincere public workers. He also said that the `mindless atmosphere of negativity and pessimism' related to the corruption issue cannot being any good to the country.
Dr. Singh expressed that the government has rolled out a system to directly transfer government benefits to the people that are targeted in order to make the money reach its designated destination and help the poor people in the country.
"We have recently put in place an institutional architecture to facilitate a shift to a system in which benefits from the government would get transferred directly to the bank accounts of beneficiaries. The aim is to eliminate wastage and leakages, and improve transparency and accountability in transfer of government assistance to the people. We plan to leverage the Aadhar numbers that have already been provided to about 20 crore people for this task," said the PM.
