New Delhi - Indian Foreign Secretary Shivshankar Menon has said Pakistan's spy agency, Inter-Services Intelligence was linked to the perpetrators of the Mumbai terrorist attacks, an official statement said Thursday.

"The perpetrators planned, trained and launched their attacks from Pakistan, and the organizers were and remain clients and creations of the ISI," Menon said in a speech in Paris as reported in New Delhi.

This is the first time the Indian government has directly named the Pakistani agency over the Mumbai carnage in which 173 people including 26 foreign nationals were killed.

India says 10 heavily-armed militants belonging to the Pakistan- based Lashkar-e-Taiba came to Mumbai via sea last November 26 and unleashed terror in the financial hub for three days.

The speech was delivered at a conference in Paris' Institute Francais des Relations Internationales (IFRI) on Wednesday but was released to the media on Thursday by the Indian Foreign office.

"Two months after the Mumbai attacks, and one month after we presented a dossier of evidence linking the attacks to elements in Pakistan, we still await a response from the Pakistani authorities, and prevarication continues," Menon said.

Relations between the nuclear-armed neighbours which have fought three wars over the disputed Kashmir region have deteriorated as Delhi has accused Pakistan of not doing enough to bringing those responsible to justice.

India has suspended a nearly five year old peace dialogue with Pakistan in the aftermath of the attacks.

Menon also indicated India's opposition to the sale of arms to Pakistan by the US and others in the name of fight against terrorism, saying such supplies were "totally unrelated" to objective meant for and rather act as "whisky to an alcoholic, a drug reinforcing an addiction." (dpa)
