On Friday, the CPM demanded that the PM immediately take steps to repair what it alleged was a Rs 100,000 crore damage to the exchequer due to the telecom licence scam. CPM polit bureau member Sitaram Yechury said at a press conference, “The deafening silence on the part of the PM on this issue is very disturbing.”

Public key documents were mentioned, which according to the Left were proof of the telecom minister A Raja, intentionally disregarding the suggestions of the senior bureaucrats in his ministry, then finance secretary and present RBI governor D Subbarao, the Central Vigilance Commission (CVC) and Trai, to auction the telecom licenses. It said that instead, a first-come-first-served (FCFS) method to award the licences at a 2001 price was chosen by Raja.

On 15th December, Raja informed the Parliament that neither the CVC nor Trai had raised any objection to the allocation of spectrum on a FCFS basis. Yechury alleged, “This is nothing but an attempt to mislead the Parliament, obfuscate matters and conceal the truth.”

“Failure to initiate probe into the matter and fix responsibility, undertake steps to retrieve the lost revenues and review the entire gamut of spectrum allocation policies would make the entire Cabinet complicit with this gigantic scam,” he added.

“The minister is under no obligation to continue with an old policy knowing fully well that it will cause such a huge revenue loss. There is no law or regulation that prevents Raja from reassessing the market value of the spectrum and moving to auctions in 2008,” said Yechury, while responding to Raja's claims that his decision was based on National Telecom Policy 99, the Cabinet decision of 2003 and Trai's 2007 recommendation.
