Teachers Upset Over The UGC Pay Panel Report

After armed forces, resentment now prevails among the teaching organizations over the UGC Pay Panel recommendations. The teaching fraternity has said that the Panel report has fallen short of their expectations as it has several "anomalies”. The organizations being led by Delhi University Teachers' Association (DUTA) has complained that the Panel was not sensitive towards some segments among the teaching fraternity.

In its press release, DUTA said, “The demand for introduction of Professor’s grade in all colleges to retain talent has not been considered by the committee headed by Prof. G.K. Chadha.”

Prof. GK Chaddha, a former JNU vice-chancellor recommended pay hike by 70 to 90 percent. Besides pay hike, it also asked the government to raise the retirement age of universities and college teacher to 65 years.

Both the University and college readers are upset by the fact that they have been kept in the category of lecturers.

Speaking on this, a university reader said, “How can an associate professor equilised with assistant professor? A newly recruited assistant professor would get equal salary with that of newly promoted/selected associate Professor. There would be around 75% hike in the salary of Professor as agianst only 30%in case of associate Professor. The Chadha committee has recommended lower band for associate Professor (Band3) while govt has put Pay scale ending at Rs.18300 in PB 4. Therefore all Associate Professor should be placed in PB4 without discrimination. The age of retirement should also reduced to 60 years.”

Earlier in 1996, similar recommendations were also made by the Rastogi Committee, but on teachers' opposition, it was dropped by the UGC.
