Rio De Janeiro (Brazil) Apr 14: India and Brazil are to sign three Memorandums of Understanding (MoUs) and an extradition treaty during the visit of President Pratibha Patil.

The MoUs would be in the areas of agriculture, civil defense and oil and natural gas to further strengthen their bilateral ties. These agreements will take place today at Brasilia.

Under the MoU on agriculture, the two sides will cooperate in agriculture research and development, production technologies and credit system for small farmers, post harvest management and food processing.

Both countries will also exchange expertise and experiences in rural development programs and cooperate in upgrading of rural infrastructure and basic amenities.

On civil defense, the two countries have decided to undertake joint exercise and exchange experience and technical personnel. India and Brazil work together on prevention and reduction of natural resources.

The MoU on oil and natural gas includes research and development and greater ties between Indian and Brazilian companies, execution of large projects like oil and gas pipeline projects and establishment of an institutional cooperation relationship for issues related to development of oil and natural gas.

An extradition treaty between the two countries will be signed on Wednesday, which would provide for the extradition of any person against whom an arrest order is issued by a competent court for a crime, which is punishable in both countries with an imprisonment for at least one year or a more severe punishment.

In a case of a financial or revenue related crime, the extradition may take place even if both the countries do not have the same penalty for the crime. This treat excludes the extradition of own national by either country and also prohibits extradition for trivial crimes of political nature. (ANI)
