New Delhi, Apr 21: Vice President Hamid Ansari here today said that the concept of civil service and notions of its role and responsibilities has evolved over time.

"Independent India inherited from the British period a comprehensive civil service structure and established practices. Its utility for ensuring national unity and good administration in the country was recognized by Sardar Patel, and accepted by the Constituent Assembly and incorporated in the Constitution," he said.

Manila  - Former Swiss Red Cross hostage Andreas Notter headed home on Tuesday, four days after he walked free from Muslim militants who held him captive for more than three months on a southern Philippine island.

Notter, 38, left for Hong Kong where he would take a connecting flight to Geneva, bringing along a cane and a coconut shell as reminders from his captivity on Jolo island,

Beijing - The quick expansion of China's nuclear energy production is far outpacing the regulation of its nuclear reactors, the country's top nuclear watchdog warned.

Madrid  - Indian President Pratibha Patil was Tuesday welcomed by Spain's King Juan Carlos and Queen Sofia after arriving Monday for the first official visit by an Indian head of state to Spain.

The four-day visit was expected to focus on stepping up trade relations, investments, and on the fight against terrorism, diplomats said.

The Spanish royal couple welcomed Patil and her husband Devisingh Ransingh Shekhawat in front of El Pardo palace.
