CAG pulled NHAI for delays in PPP highway projects
The Comptroller and Auditor General of India pulled up the for not completing the various road projects on time. A number of projects were awarded under the public private partnership (PPP) as part of Phase-I of National Highways Development Program (NHDP). Many of these road projects are still uncompleted due to the irregularities on the part of NHAI.
Out of total 17 projects, only 5 were completed in a given deadline and others get delayed as per the recently released report of CAG. The CAG report analyzed four projects constructed under the build-operate-transfer (BOT)-toll and an equal number of projects executed under BOT-annuity basis. It studied 17 PPP projects including stretches of Jaipur-Kishangarh, Delhi-Gurgaon, Satara-Kagal, Nellore-Tada, Tambaram-Tindivanam, Tuni-Ankapalli, Panagarh-Palsit and Palsit-Dankuni and pointed out large scale anomalies on the part of NHAI. The report was recently tabled in parliament.
NHAI did not prepare detailed report on the projects. It failed to impose penalties of Rs28.23 crore for non-performance. The report states, "If the Authority had fixed the concession period on the basis of sound financial evaluation, the concession period in Jaipur-Kishangarh and Delhi-Gurgaon projects could have been restricted to 12 and 14 years, respectively."
