Home Minster P Chidambaram made it clear on Wednesday that the new dialogue process to be initiated with different shades of opinions to solve the Kashmir issue would be kept away from the media gaze.

“A dialogue can't take place in full glare of cameras. It can take place with quite diplomacy,” said the Home Minister, while addressing a conference of editors held at Sheri-e-Kashmir International Conference Centre (SKICC) in Srinagar.

Saying New Delhi is committed to a solution to the problem, Chidambaram stressed that a solution to the Kashmir problem must recognise its unique geography and history. “J&K has unique history and it needs a unique solution. We are working on it and we hope it would be honorable and acceptable to the vast majority of the state.”

Referring to Prime Minister Manmohan Singh’s assertion that a dialogue will be held with every section of political opinion in the state, the Home Minister said New Delhi recognize the fact there are several point of view. “But we won’t shy away from a dialogue will all the shades of opinion, including secessionists,” said Chidambaram.

On the long pending demand of the People’s Democratic Party (PDP) and National Conference (NC) to have a fresh look at the Armed Forces Special Powers Act (AFSPA), the Home Minister said amendments to the Act were being finalized and were before the Cabinet. “Whatever decision the Cabinet will take will be applicable to the whole country,” said the Home Minister.

He expressed satisfaction over improving security scenario in the state. “Army’s role is to defend the borders. This is a policy and J&K government is on the same page on this. Our problem comes from infiltration from Pakistan-occupied Kashmir (PoK) and Pakistan. Authorities there recruit young people and brainwash them to attack people here,” said the Home Minister.

He was quick to add: “Our system to stop the infiltration has improved. It's not possible to completely stop infiltration but we catch every one of them.”
