New Delhi, May 23 : The Delimitation Commission has recommended rotation in the reservation of scheduled caste constituencies.

With reference to a delimitation report submitted to the government, Chairman of the Commission Justice Kuldeep Singh said that the government may consider incorporating a provision in law to provide for rotation in the reservation of scheduled caste.

"The commission recommends that the government may consider incorporating suitable provision in law to provide for rotation in the reservation of scheduled caste under the Delimitation Act. They can put it in the act itself. It should primarily come under the act and they can take it anywhere else if they wish to," said Singh.

The Commission is firmly of the view that delimitation should be carried out after every census so that re-adjustment of the constituencies including changes and alterations are not too extensive and the value of electoral vote remains more or less of equal weight. The Commission recommends that the provisions of the Constitution and the Delimitation Act be suitably amended, he added.

Referring to the demand in a few states to make panchayat as the basic administrative unit and not the revenue village as at present, he said that the Commission has recommended that the next general census in 2011 should be conducted panchayat - wise so that the delimitation exercise thereafter is held on the basis of panchayat boundaries. He added that this would ensure common electoral rolls for elections to panchayats , state legislatures and the parliament.(ANI)
