Manila - Activists filed on Monday a new impeachment complaint against President Gloria Macapagal Arroyo, the fourth in the past four years.

The complaint was filed before the House of Representatives secretary-general's office by the anti-corruption group Black and White Movement and leftist labour group May First Movement.

The complaint sought the ouster of Arroyo for betrayal of public trust for allegedly allowing the government to enter into a corruption-tainted 330-million dollar national broadband project with Chinese firm ZTE

Arroyo eventually scrapped the deal last year, a few months after senate exposed irregularities surrounding the multi-million dollar deal.

It also led to the resignation of Arroyo's close ally, Elections Commissioner Benjamin Abalos, who was accused of attempting to bribe then socio-economic planning secretary Romulo Neri to ensure the deal went to ZTE.

The senate committee investigating the deal has yet to release the results of the investigation into the ZTE deal.

Also included in the complaint was the 700-million-dollar fertilizer scam which allegedly diverted the money intended for farmers to fund the presidential re-election campaign of Arroyo in 2004.

The impeachment complaint was endorsed by leftist legislators Satur Ocampo, Teodoro Casino and Liza Maza.

Efforts to oust Arroyo for the past three years have failed due to the strong clout of the beleaguered leader on the House of Representatives.

Previous impeachment complaints against the Philippine leader have been voted down by pro-Arroyo congressmen who control the House of Representatives. (dpa)
