CAG pulls civil autonomous bodies for inadequate utilization of resourcesCivil autonomous bodies Indian Council of Cultural Relations (ICCR), Babasahed Bhimrao Ambedkar University and Allahabad University have grossly unutilized resources sanction to them over the past many years, according to Comptroller & Auditor General (CAG) of India's latest audit report.

Pulling the Lucknow-based Ambedkar University for the inadequate utilization of resources, CAG said in its report that the amount of unutilized funds at the university jumped from Rs 2.56 crore in 2006-07 to Rs 54.30 crore in
2011-12.

For the Allahabad University, the national auditor said the amount of unutilized funds soared from Rs 64.80 crore in 2006-07 to Rs 97.15 crore in 2011-12.

ICCR has been pulled by the auditor for not keeping any record of any annual plan of action as well as failing to provide sufficient publicity to its scholarship program.

In its report, CAG said, "Malafide intentions cannot be ruled out in such cases, especially when seen with the fact that the Council did not even have defined procedure for selection of artists who wanted to exhibit their works abroad."

ICCR was also found guilty of not following many rules applicable to government institutions. For instance, it didn't follow the government's regulation that requires all government officials to travel only by Air India.
