Tariq Jalil, the owner of a “7-Eleven” franchise in South Philly, in conjunction with Pace-O-Matic (POM), has filed a lawsuit challenging the legality of the impending prohibition on skill gaming terminals in most local businesses.

The city’s proposed legislation, Bill No. 240010, aims to outlaw gaming machines that feature elements of skill in most businesses. The city cites concerns over public safety and criminal activity. However, Jalil and POM argue that such measures unfairly target small businesses, endangering their livelihoods as well as legal rights.

Adding fuel to this legal battle is POM, which is reportedly bankrolling the lawsuit. With powerful backing, Jalil and his legal team are determined to challenge the status quo and protect the rights of small business owners in the city.

POM President and CEO Paul Goldean said, “We are seeking a regulated market that evens the playing field and gives our operators, locations, and law enforcement clear guidance on the legality of skill games.”

On the hand, Councilmember Curtis Jones Jr., who authored the proposed skill gaming law, remains resolute in his commitment to curb the spread of such gaming machines, despite the looming threat of legal action.

The casino industry has also significantly supported the push to regulate skill games, arguing that they divert revenue from heavily taxed and regulated slot machines. Leveraging the backing of powerful lobbyists and substantial financial resources, the casino lobby poses a formidable hindrance to Jalil and POM's quest for justice.
