MGM Resorts has applied for a casino license in the United Arab Emirates, marking a significant step toward expanding its presence in the Middle East. CEO Bill Hornbuckle announced the move during the Skift Global Forum, highlighting the company's longstanding connections in the region and its strategic ambitions to tap into the UAE’s burgeoning market. MGM’s application, filed in Abu Dhabi, reflects the growing interest of global gaming operators in the UAE, which is seen as a gateway to an expansive international audience, particularly among the region’s large expatriate population and tourists from India, China, and other countries.

Second Major Gaming Operator Enters UAE Market MGM Resorts has officially filed an application for a casino license in the United Arab Emirates, becoming the second major gaming operator to make a move into the region. The application was submitted in Abu Dhabi, where both the federal and local governments will have a say in the approval process. “We’ve applied for something there and hopefully will win something,” said MGM CEO Bill Hornbuckle during the Skift Global Forum in New York. He noted that each emirate, akin to individual states, will have its own decision-making authority regarding the establishment of casinos.
MGM’s Deep Ties with the UAE
Longstanding Regional Connections Pave the Way MGM’s expansion into the UAE is not without precedent. The company has a deep history in the region, having partnered with Dubai World in a 50-50 joint venture to develop CityCenter on the Las Vegas Strip in 2007. The development includes notable properties like the Aria Casino Resort, Vdara Hotel, and Veer Towers. In 2021, MGM bought out Dubai World’s stake in the joint venture for $2.1 billion before selling the Aria and Vdara real estate to Blackstone in a $3.89 billion deal. This experience has given MGM invaluable insights into the Middle Eastern market.
Upcoming UAE Luxury Development with Gaming Potential
MGM’s Strategic Property in Dubai MGM is also developing a luxury resort on Jumeirah Beach in Dubai, in partnership with Hospitality and Leisure, featuring the MGM, Bellagio, and Aria brands along with 1,500 hotel rooms. The property’s design includes several podiums that could potentially accommodate gaming, should Dubai decide to embrace casinos. However, as Hornbuckle pointed out, “Dubai has not opined on gaming yet,” leaving the future of such operations in the emirate uncertain. Hornbuckle expressed optimism, expecting more clarity on federal mandates and oversight from Abu Dhabi later this year.

Capital City Poised for Potential Gaming Development MGM’s interest in Abu Dhabi extends beyond its casino application, as the company sees the capital as a potential leader in bringing gaming to the UAE. Hornbuckle, speaking at ICE London earlier this year, indicated that Abu Dhabi might take the first step in introducing gaming resorts, given its status as the country’s capital. The UAE is a significant destination for tourists from India, other Middle Eastern countries, and China, offering MGM access to a global audience eager for entertainment and leisure experiences. Hornbuckle expressed excitement about the market’s potential, stating, “We’re excited by what it presents and we hope to be there.”
