COAI Uses ‘RTI’ To Seek Info From DoT’s Side

Cellular Operators Association of IndiaNew Delhi: The Cellular Operators Association of India (COAI) has slapped department of telecom (DoT) with a Right to Information (RTI) notice to release information regarding spectrum.

The Cellular Operators Association of India (COAI) wanted information on matters relating to use of dual technology with a single licence and range provision.

The standing counsel of GSM industry body COAI, Manjul Bajpai has also demanded information related to DoT and Telecom Commission’s actioning of Trai’s suggestions on license norms provisions and limiting the number of access providers.

Last week, the administration has sanctioned that the single operator can make use of dual technology under the same licence, and raised overall subscriber base for allocation added range.

But, COAI challenged the fresh rules in the telecom court TDSAT on October 23.

The Right to Information (RTI) notice showed that the court wanted solutions about 17 queries, which comprise that how department of telecom allowed the operators to utilize dual technology under the same license, information about Reliance Communications (RCOM) being allotted ‘in principal’ authorization to provide GSM services and also full-fledge data on the license payment that RCOM paid for the same.

The notice also wants that the administration would give details related to the total spectrum availability (both GSM and CDMA), operator-wise allocation of radio frequencies, and awaiting requests for added and initial allocation according to the previous plan.

With reference to the topic of the spectrum allotment criteria, the RTI notice has also demanded that the DoT would also spell out the basis on which the former road maps on March 2006 were released.

It also wanted information concerning how TEC group that is checking out Trai’s plans for allotting range allocation criteria was set up, information, records and correspondences of this committee on spectrum allocation.

The TEC group is slated to present its report on October 30.
