'Quota in promotion' bill may be introduced in ongoing session

'Quota in promotion' bill may be introduced in ongoing sessionThe bill to amend the Constitution to restore reservation in promotions for dalits can be tabled in the Parliament the ongoing monsoon session, minister of state in the PMO V Narayasamy said.

No timeline has been fixed on when the government should bring the constitutional amendment bill in Parliament, but Narayasamy said that BSP chief Mayawati and LJP's Ramvilas Paswan had been assured that the government would try to introduce the bill in the ongoing session.

Speaking to reporters following the all-party meeting on Tuesday, Narayasamy said, "We will try to bring the bill in this session itself."

'Quota in promotion' issue for dalits or SCs and STs had come under threat in April, when the Supreme Court ruled that the government needed to ascertain with quantifiable data that SCs and STs were considerably backward and poorly represented in public services.

The 'quota in promotion' received overwhelming at the all-party meeting, which also led many to demand that the quota should also be extended to OBCs. But, the majority didn't favour the demand, saying the condition of the SCs and STs was far poorer than that of OBCs.

The upper caste lobbies in Congress and opposition party BJP resisted the proposal to amend the Constitution to restore reservation in promotions, but the leadership ignored them.
