Hanover, Germany - As investigators continued the slow work of identifying 20 dead from Germany's worst bus disaster in 15 years, police said Wednesday the fire began in the toilet of the bus.

Passengers said they saw smoke come from the closed toilet, and when the door opened, flames roared out and spread through the moving vehicle's interior Tuesday evening.

There was speculation a passenger may have surreptitiously smoked in the toilet. In Germany it is illegal to smoke on public transport. Police said the bus had no technical defects.

Hanover, Germany - Twenty people died and 13 were injured when a bus caught fire on an autobahn near the north German city of Hanover on Tuesday evening, police said.

The bus was taking pensioners home from a day's outing when it burst into flames at 8:45 pm (1945 GMT).

The driver pulled over to the side of the motorway and more than a dozen passengers managed to escape the inferno, but others were trapped inside and died, police said.

A police spokeswoman said no other vehicle was involved.

Hanover, Germany  - German Foreign Minister Frank-Walter Steinmeier on Saturday said further reforms were necessary to put Turkey on the path to European Union membership.

Steinmeier said Turkey had achieved much in modernizing the country, "but perhaps still not enough to warrant a final decision for accession." The country needed to make progress in ensuring freedom of expression and the rights of women and children.

He was speaking in Hanover on Hannah Arendt Day, a commemoration of the Jewish philosopher born in the city in 1906. The event this year, posed the question: Where is Turkey going?
